To his supporters, he is a charismatic populist committed to helping the poor. To his detractors, he follows in a long tradition of Latin American military leaders, a strongman who will brook no opposition with increasingly dictatorial tendencies. Hugo Chavez is the president of Venezuela. Venezuela has the largest oil reserves in our part of the world and is the fourth largest supplier of foreign oil to the United States. He led a failed coup in his country in 1992 but then swept to power in 1998, elected (twice) on an anti-corruption platform. He has weathered a coup attempt against him, a recall referendum and a general strike. In the battle of the rich against the poor, the poor are solidly behind him and he is putting his money where his mouth is -- pouring his country's oil windfall into public health, education and state-subsidized groceries. Who is this man, and why has he become such a thorn in the side of the United States? He blames the large poverty gap in Latin America on the United States (for backing free market reforms), and his anti-American rhetoric is striking a chord, and not just in his own country. It was a traffic accident in Buffalo, New York. Cynthia Wiggins, a young black woman, was hit by a truck as she tried to cross a busy highway on her way to a suburban mall. She never regained consciousness and died from her injuries, leaving an infant son behind.But, as Ted Koppel pointed out when he first reported this story, why she died and why she was on that highway to begin with divided the community along racial lines. The black community labeled the incident racist because the upscale mall had banned inner-city busses.The case wound up in court, as many accidents do. Some in the community feared that the trial would be divisive, others worried that the racial issues were never fully recognized in the first place.
